City of San Leandro <br />Meeting Date: September 19, 2022 <br />Staff Report <br />Agenda Section:File Number:22-543 CONSENT CALENDAR <br />Agenda Number:10.k. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Abdul Pridgen <br />Chief of Police <br />TITLE:Adopt a Resolution to Declare Thirteen Vehicles and Two Motorcycles as <br />Surplus and Authorizing the Sale of the Surplus Assets at Public Auction by U.S. <br />Auctions <br />SUMMARY AND RECOMMENDATIONS <br />The Police Department fleet vehicles and equipment are sold when they reach the end of their <br />useful lives. <br />Staff recommends the City Council declare thirteen vehicles and two motorcycles as surplus and <br />authorize the auction by U.S. Auctions . <br />BACKGROUND <br />There are thirteen fleet vehicles and two motorcycles that have reached the end of their useful life <br />based on the City’s vehicle replacement policy and are being recommended for surplus. These <br />thirteen vehicles and two motorcycles have been stored at Public Works since they were taken <br />out of service. The criterion for surplus includes the number of miles on each vehicle, increasing <br />maintenance costs, and accidents. In addition, the thirteen vehicles and two motorcycles are fully <br />depreciated in value. <br />Section 1-6-500 of the San Leandro Municipal Code authorizes the purchasing agent to sell <br />surplus items at public auction. If staff’s recommendation is approved, the vehicles and <br />motorcycles will be sold at public auction by U.S. Auctions on a date to be determined in fiscal <br />year 2023. <br />The sale of these items at auction generates one-time revenue. This revenue will be returned to <br />the fleet maintenance fund, account number 690-3911. <br />Analysis <br />The repair of these vehicles would be cost prohibitive and will far exceed their current market <br />values.
