IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2022- <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE <br />AND AUTHORIZE THE CITY MANAGER TO EXECUTE AN ANNUAL RENEWAL <br />WITH BRIGHTLY SOFTWARE (FORMERLY DUDE SOLUTIONS, INC.) FOR <br />FACILITIES MANAGEMENT, MOBILE 311, PARKS, AND WATER PLAN <br />MANAGEMENT SOFTWARE SYSTEMS FOR $103,075.62 <br /> <br />WHEREAS, the City of Burlingame released a Request for Proposals (RFP) regarding <br />tree pruning, stump removal and arborist services on May 13, 2021, and on May 20, 2021, the <br />following companies attended a pre-proposal meeting: West Coast Arborists, Inc., Davey Tree, <br />Bay Area Tree Specialists, and Professional Tree Care; and <br /> <br />WHEREAS, on June 3, 2021, proposals were received, evaluated, and ranked based on <br />the selection criteria listed in the RFP; and <br /> <br />WHEREAS, West Coast Arborists, Inc. submitted the most qualified proposal; and <br /> <br />WHEREAS, West Coast Arborists, Inc. has agreed to honor the pricing terms of the City <br />of Burlingame’s 2021 contract pending San Leandro City Council approval; and <br /> <br />WHEREAS the City Council is familiar with the contents of the agreement; and <br /> <br />WHEREAS, the City Manager recommends approval of said agreement. <br /> <br />NOW, THEREFORE, the City of San Leandro City Council hereby RESOLVES as <br />follows: <br /> <br />That the City of Burlingame utilized the informal bidding process pursuant to the <br />California Uniform Public Construction Cost Accounting Act. This consisted of a formal bidding <br />process including, but not limited to, notice inviting bids, minimum bid package contents <br />including statement of qualification and description of resources and services, sealed bids, <br />evidence of insurance and award to the lowest bidder; and <br /> <br />That the City of Burlingame ultimately selected the vendor based on its compliance with <br />the RFP, including the proposal content, knowledge, sustainability, years in business, number of <br />certified arborists and tree workers, available equipment, and proposal cost; and <br /> <br />That the City Council finds that the City of Burlingame’s process is similar enough to the <br />City’s formal bidding process criteria to justify exempting the proposed contract from the City’s <br />otherwise applicable competitive bidding requirements.
