Roush for MHRSO Rental Hearing Officer Exhibit A – Page 1 of 1 <br />EXHIBIT A <br />SCOPE OF SERVICES <br />FOR <br />CONSULTING SERVICES AGREEMENT BETWEEN <br />THE CITY OF SAN LEANDRO AND <br />MICHAEL H. ROUSH <br />FOR <br />MOBILEHOME SPACE RENT STABILIZATION ORDINANCE RENTAL HEARING OFFICER <br /> <br /> <br />CONSULTANT shall provide all services required to competently perform the duties of a <br />Hearing Officer as described in this Consulting Services Agreement and in the relevant <br />provisions of the Mobilehome Space Rent Stabilization Ordinance (San Leandro <br />Municipal Code Chapter 4-39), hereafter “The Ordinance,” including but not limited to: <br />a. Review of all documents submitted by parties or prepared by Rent Review staff relevant <br />to any matter referred to the Hearing Officer for determination, such as an Application <br />or an Appeal of a Rent Review Officer Decision, and review of the documentation <br />attached thereto; <br />b. Cooperation in scheduling and structuring the hearing process applicable to determining <br />the matter referred to the Hearing Officer; <br />c. Determining any pre-hearing or post-hearing requests from the parties including <br />continuance and scheduling requests, requests for additional documentation or other <br />expert or lay witness input, or permission to offer other evidentiary submissions; <br />d. Conducting the applicable de novo hearing process in compliance with the standards for <br />conducting de novo hearings set forth in the Ordinance, while also ensuring that all <br />parties have a fair opportunity to participate and present their cases; <br />e. Issuing a written Decision fully addressing all relevant issues raised by the matter <br />referred to the Hearing Officer, within the applicable time limits set by the Ordinance; <br />f. Submit timely and complete invoices in compliance with the standards set forth in this <br />Agreement; <br />g.
