Parker, Acting Engineering and Transportation Director , <br />BY: Rob Caughell, Administrative Assistant. <br />SUBJECT: Relocation Assistance Appeal - Mrs. Bonnie Pennington, 1234 Orchard <br />Avenue - Thrasher Park Master Plan <br />SUMMARY AND RECOMMENDATION <br />On August 22, 1990, the City purchased a single family home from Mrs. Bonnie <br />Pennington at 1234 Orchard Avenue. Mrs. Pennington owned the last parcel of <br />land for completing the development of Thrasher Park. Since September, 1989, <br />the City's Relocation Specialist has been assisting Mrs. Pennington to relocate <br />into another home. As authorized in the City's relocation appeal procedure, Mrs. <br />Pennington has requested an appeal hearing before the City Council regarding her <br />maximum payment of a relocation benefit. Staff is recommending to deny Mrs. <br />Pennington's appeal for an increase of $40,000 in a relocation payment. <br />BACKGROUND <br />In 1982, the City updated the Master Plan of Thrasher Park. The updated plan <br />authorized the City to expand the park, which included the need to acquire 8 <br />single family homes along Orchard Avenue. Mrs. Pennington's property was the <br />last home out of these properties to be purchased in order to complete the park's <br />expansion. She owned a 1,056 sq. ft. home with a living room, dinning room, 3 <br />bedrooms, 1 bathroom, kitchen and a utility room in the basement. Also, her <br />property has a 2 car detached garage with a fourth bedroom built inside. <br />In 1986, the City made a fair market offer of $87,500 to purchase <br />Mrs.Pennington's home, based on an appraisal report prepared by John Andrew's, <br />M.A.I. At that time, the reason to purchase Mrs. Pennington's home was for the <br />widening of Davis Street. However, the City rescinded its offer to Mrs. <br />Pennington because the geometrics to rebuild Davis Street changed and her <br />property was not needed. <br />In 1988, the State Parkland Bond Initiative was passed and the City began to <br />receive grant funds for developing local parks. The Recreation and Parks <br />Commission earmarked a portion of these funds to complete the expansion of <br />Thrasher Park. <br />AM <br />
