2.04.030 <br />9. Dispose of real property acquired by the <br />agency in the project area except property con- <br />veyed to it by the city or county. <br />10. Encourage the redevelopment of the pro- <br />ject area through the cooperation of private en- <br />terprise and public agencies. In the unincorpo- <br />rated sections of the project area. The county <br />will be the lead entity in implementing all pro- <br />jects and programs in this redevelopment plan. <br />B. The project area contains a substantial <br />area within the city's boundaries and a substan- <br />tial area in the unincorporated county. Both the <br />city and county portions of the project area are <br />characterized by significant blighting condi- <br />tions that require substantial redevelopment <br />efforts by the agency. It is intended that the <br />agency will perform its activities in a manner <br />that will promote the goals of the city general <br />plan and other city policies within the city por- <br />tion of the project area, and that promote the <br />goals of the county general plan, pending Ash- <br />land Cherryland business district specific plan <br />and other county policies within the unincorpo- <br />rated portion of the project area. It is further <br />intended that the agency will devote equal <br />budgetary staff, and policy resources to the city <br />portion and the unincorporated portion of the <br />project area over the life of the plan and over <br />discrete implementation periods (e.g. three year <br />planning periods). (Ord. 93-012 § 101, 1993) <br />2.04.030 General definitions. <br />The following references will be used gener- <br />ally in this plan unless the context otherwise <br />requires: <br />"Agency" means, with the exception set <br />forth in the following sentence, the city of San <br />Leandro Redevelopment Agency for the por- <br />tion of the project area within the city of San <br />Leandro and the Alameda County Redevelop- <br />ment Agency for the portion of the project area <br />within the unincorporated territory of the <br />county of Alameda. For purposes of Section <br />2.32.020 (Tax Increments), "Agency" means <br />the city of San Leandro Redevelopment <br />Agency for the entire project area (subject to <br />sharing of tax increments with the Alameda <br />County Redevelopment Agency in accordance <br />with any separate agreement between the city <br />of San Leandro Redevelopment Agency and <br />the Alameda County Redevelopment Agency). <br />"Agency board" means the governing body <br />of the San Leandro Redevelopment Agency for <br />the portion of the project area that is within the <br />city of San Leandro and the board of directors <br />of the Alameda County Redevelopment <br />Agency for the portion of the project area that <br />is within the unincorporated territory of Ala- <br />meda County. <br />"Board of supervisors" means the board of <br />supervisors of the county of Alameda. <br />"Bonds" means bonds, notes, interim certifi- <br />cates, debentures, or other obligations. <br />"City" means the city of San Leandro, Cali- <br />fornia. <br />"City council" means the city council of the <br />city of San Leandro, California. <br />"Community" means the city of San Lean- <br />dro for the portion of the project area that is <br />within the city of San Leandro and the county <br />of Alameda for the portion of the project area <br />that is within the unincorporated territory of the <br />county of Alameda. <br />"County" means the county of Alameda, <br />California. <br />"Development code" means the develop- <br />ment code of the city of San Leandro or Ala- <br />meda County as it now exists or may hereafter <br />be amended. <br />(San Leandro Redevelopment Agency 9-02) 66 <br />
