Specifically, the agency is authorized to, <br />among other things: <br />A. Provide reasonable opportunities to <br />property owners in the project area to partici- <br />pate in the redevelopment process, consistent <br />with the plan and rules adopted by the agency. <br />B. Acquire and dispose of property in the <br />project area as needed to accomplish the pur- <br />poses of the plan. <br />C. Manage property under the ownership <br />and control of the agency. <br />D. Provide relocation assistance to persons <br />displaced by redevelopment activities in the <br />project area. <br />E. Demolish or remove buildings and im- <br />provements. <br />F. Plan, install, construct, expand, repair, <br />or reconstruct streets, utilities, and other pub- <br />lic infrastructure. <br />G. Act jointly with private parties and/or <br />other public agencies to redevelop property in <br />the project area according to the plan. <br />H. Acquire and rehabilitate property for <br />resale. <br />I. Work with property owners in the pro- <br />ject area to rehabilitate structures and other <br />improvements. <br />J. Rehabilitate, develop, or construct low <br />and moderate income housing within the pro- <br />ject area and/or the city. <br />K. Require the recording of property re- <br />strictions and covenants running with the land <br />to assure that future owners of property in the <br />project area will continue to comply with the <br />requirements of the plan. <br />L. Establish a program to provide loans <br />and grants for renovation of commercial and <br />industrial structures. <br />M. Establish shuttle systems to increase <br />the range and efficiency of existing public <br />transportation facilities. (Ord. 99-025 § 203, <br />1999) <br />3.08.020 Implementation plans. <br />Pursuant to subparagraph 33)52(C) of the <br />Health and Safety Code, the agency has pre- <br />pared an initial implementation plan that de- <br />scribes specific goals and objectives of the <br />agency, specific projects proposed by the <br />agency, including a program of actions and <br />expenditures proposed to be made within the <br />first five years of the redevelopment plan, and <br />a description of how these projects will im- <br />(San Leandro Redevelopmem Agency Stipp. No. I. 10-04) 122 <br />
