3.08.110 <br />agency shall retain its authority to implement <br />requirements under Section 33413, including <br />its ability to incur and pay indebtedness for <br />this purpose, and shall use this authority to <br />complete these housing obligations as soon as <br />is reasonably possible. (Ord. 99-025 § 800, 1999) <br />3.08.120 Severability. <br />If any portion of the plan is held to be inva- <br />lid, unenforceable, or unconstitutional, such <br />decision shall not affect the validity and effec- <br />tiveness of the remaining portion or portions <br />of the plan. If any portion of the project area <br />shall be determined to have been invalidly or <br />incorrectly included in the project area, such <br />portion of the project area shall be deemed <br />severed from the remainder of the project <br />area, which shall remain fully subject to the <br />plan.
