APPENDIX C <br />PROPOSED PUBLIC <br />IMPROVEMENTS <br />AND FACILITIES PROJECTS <br />The public improvements and facilities <br />projects for the West San Leandro/MacArthur <br />Boulevard Redevelopment Project Area are as <br />follows: <br />1. Infrastructure Improvements - These <br />programs are intended to ensure that adequate <br />infrastructure is installed and available for <br />business retention and development and to <br />reduce tensions between industrial and <br />residential uses. These programs are expected <br />to help eliminate economic blight by <br />improving depreciated property values. They <br />are also expected to encourage reinvestment <br />in properties (reducing the physical conditions <br />of blight) and reduce residential opposition to <br />the siting of new businesses. <br />a. Storm Drains —Targeted Upgrades <br />(including laterals) and Replacement of Worn - <br />Out Facilities as Needed. This program is <br />intended to supplement rather than substitute <br />for the City's regular capital improvement <br />program. It should be used on a project -by - <br />project basis to help attract and retain business <br />within the Redevelopment Area. <br />b. Sewer System —Targeted Replacement <br />of Worn -Out Facilities (including laterals). <br />This program is intended to supplement rather <br />than substitute for the City's regular capital <br />improvement program. It should be used on a <br />project -by -project basis to help attract and <br />retain business within the Redevelopment <br />Area. <br />c. Road Improvements <br />Appendix to Title 3 <br />i. Westgate Parkway/880 Overpass <br />Expansion —Assist with land" assembly and <br />right-of-way acquisition as needed. <br />ii. Neptune Road/Polvorosa Extension — <br />Assist with land assembly, right-of-way <br />acquisition and feasibility work as needed. <br />ill. Truck Routes —Evaluate and update <br />planned truck routes to lessen impacts on <br />residential areas. <br />iv. Bicycle Network —Help extend the <br />bicycle network where it connects with the <br />Project Area. Include a bike lane adjacent to <br />580 along MacArthur. <br />v. IviacArthur/Dutton—Add anorthbound <br />turn -pocket on MacArthur at Dutton. <br />vi. Eden Road Extension —Assist with <br />land assembly and right-of-way acquisition as <br />needed to connect Eden Road with Davis <br />Street. <br />vii. Aurora Drive Cut -de -sac —Assist with <br />installation of a cul-de-sac on Aurora Road <br />north of Williams Street. <br />d. Off -Street Parking —establish more off- <br />street parking <br />e. Noise Mitigation —Develop program to <br />install noise attenuation facilities as needed. <br />f. Increase Recreational Opportunities for <br />Youth <br />g. Ensure Adequate Fiber -Optic Capacity <br />2. Gate way/S treetsc ape Improvements — <br />These programs are intended to establish <br />gateways into distinct areas of the community <br />and improve streetscapes to help establish a <br />clear identity and market for business growth. <br />It is also intended that the Aaencv will use its <br />best efforts to coordinate these programs with <br />other streetscape programs for adjoining areas <br />to integrate such programs into a larger <br />planning context.
