1.04.020 Existing characteristics of <br />project area. . <br />The project area is characterized by the <br />existence of buildings and properties that <br />suffer from functional and structural <br />obsolescence, economic deterioration, disuse, <br />depreciated property values and impaired <br />investments, due to age, deterioration, faulty <br />interior arrangement, and faulty exterior <br />spacing. It is declared that the project area is a <br />blighted area, the redevelopment of which is <br />necessary to effect the public purposes set <br />forth in the Health and Safety Code of the <br />state of California (33031, 33032, 33033). <br />(Plaza 1 redev, plan § 2, 1986) <br />1.04.030 Purpose of redevelopment <br />project. <br />A. The purpose of this redevelopment <br />project is to revitalize the project area through <br />the joint participation of property owners, <br />businessmen and the redevelopment agency <br />and to prevent further deterioration and <br />obsolescence to the detriment of the public <br />welfare. <br />B. This project will promote and protect <br />the sound redevelopment of the project area <br />and the resulting general welfare of the city of <br />San Leandro: <br />1. By creating new parking areas, <br />improving existing parking, improving <br />circulation through creation of malls and new <br />means of access, and by developing new <br />public facilities and public open spaces; <br />2. By creating thereby a strong incentive <br />for private rehabilitation and modernization of <br />existing structures and the development of <br />new ones; <br />1.04.020 <br />3.. By establishing rules, procedures and <br />guidance to facilitate and expedite such <br />private rehabilitation, modernization and new <br />development; <br />4. By establishing a comprehensive <br />design concept and development standards to <br />enhance and unify the appearance of the <br />project area through guidance and <br />coordination of private and public <br />improvement programs (33020, 33021, <br />33035-e). (Plaza 1 redev. plan § 3, 1986) <br />1.04.040 Population densities and <br />building intensities. <br />Existing building intensities will be <br />substantially increased by the project as the <br />land covered by one-story buildings and <br />grade -level parking areas is cleared to make <br />room for multi -story buildings and parking <br />garages. Average building height will increase <br />as additional parking supplies and improved <br />public transportation permit more intensive <br />use of remaining building sites. No building <br />shall exceed the height orcoverage limitations <br />specified in the zoning ordinance. Types of <br />building construction permitted in this plan <br />are as set forth in the fire district and building <br />codes of the city of San Leandro. (33333) <br />In accordance with the General Plan, and in <br />view of the very strong commercial character <br />of this project, no residential uses will be <br />permitted. (Plaza 1 redev, plan § 5, 1986) <br />1.04.050 Conformance with general <br />plan. <br />This redevelopment plan is compatible with <br />the general plan of the city of San Leandro <br />and will protect and promote sound <br />development and redevelopment of a blighted <br />area in conformance with the provisions of <br />G <br />
