City of San Leandro <br />Meeting Date: October 3, 2022 <br />Staff Report <br />Agenda Section:File Number:22-539 CONSENT CALENDAR <br />Agenda Number:10.c. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Sheila Marquises <br />Engineering & Transportation Director <br />TITLE:Adopt a Resolution to Approve and Authorize the City Manager to Execute <br />Program Supplement Agreement No. F029 Rev.1 to Administering Agency-State <br />Agreement for Federal-Aid Project No. 04-5041F15 to Provide $322,550.00 in <br />Grant Funds and Obligate the City to Provide $400,216.00 in Matching Funds for <br />the Construction Phase of the Wicks Boulevard and Manor Boulevard <br />Intersection Signal Upgrade Project, Project No. 2020.5620 <br />COUNCIL PRIORITY <br />·Infrastructure <br />SUMMARY <br />This agreement will provide federal-aid grant funds for construction and obligate the City to <br />provide matching funds for the construction phase of the Wicks Boulevard and Manor Boulevard <br />Intersection Signal Upgrade project. <br />RECOMMENDATIONS <br />Staff recommends approval of a resolution authorizing the City Manager to execute the Program <br />Supplement Agreement that provides federal grant funding of $322,550.00 and obligates the City <br />to provide matching funds of $400,216.00 for the construction phase and to complete the Wicks <br />Boulevard and Manor Boulevard Intersection Signal Upgrade Project. <br />BACKGROUND <br />The City was awarded $323,910.00 in the 2018 Highway Safety Improvement Program (HSIP) <br />Cycle 9 to upgrade the traffic signal and improve the traffic safety at the Wicks Boulevard and <br />Manor Boulevard intersection. This intersection was selected because it ranked high on the <br />City’s High Collision Intersections list, which is regularly monitored and updated by City staff. <br />Nineteen collisions were reported between April 1, 2013 and March 31, 2018, including twelve <br />that involved southbound left turns from Manor Boulevard onto Wicks Boulevard. <br />Page 1 City of San Leandro Printed on 9/28/2022
