MPORT BY RICHARD F. LO-VEJOY
September 17, 19"2
on
1'7 RCED STREET
There has been considerable discussion relative to the improvement of
Merced Street between First Avenue and the northerly limits of Tract 1113.
In said discussion the adjoining property owners, with the exception of
1!4r. Buckley, have been present at these meetings and a mutual understanding
has been had by all those concerned as well as the City.
It was recommended by the City originally in their review of trlis
problem that i:`erced Street be at least 56 feet wide between curbs in order
to provide a minimum of 4 travel lanes and 2 parking lanes which in turn
would necessitate a right of way in excess of 60 feet. This street was to
be constructed to the standards of the City of San Leandro for an industrial
street at this time which would be composed of 12 inches crusher run base on
a prepared sub -base and surfaced with 2 inches of plant -mix surfacing.
The consensus of thinking of the people in the area which would necessarily
foot the bill was that this was requesting too much in the light of the
present development and not knowing fully just how the area would develop in
the future.
its a result of these discussions, it was thought advisable and all
concurred at that time, that if the street were constructed 48 feet wide
between curb lines and parking eliminated that this would serve the same pur-
pose at considerably less cost to adjoining owners concerned and it would be
more desirable to provide off-street parking and said off-street parking to
be provided by the owners of the area abutting Yerced Street.
Subsequent discussions on the subject ended with the following under-
standing:
'Chat the people abutting the area would, at their expense, construct a
street 36 feet wide with satisfactory shoulders at this time to the City
of San Leandro standards and that when and if it became necessary due to the
increase in traffic which might necessitate the widening that said widening
would be accomplished at that date and that the expense of said widening
would be the responsibility of the property owners in the area.
Under these circumstances the City of San Leandro has allowed the people
in this area to develop L erced Street 36 feet wide with satisfactory shoulders
to the industrial street standards of this date which are 12 inches of crusher
run base on a prepared sub -base, surfaced by 2 inches of plant -mix surfacing.
As of this dote the work has not been entirely completed and when it is so
done and acceptable by the City, it is expected that the property owners who
have not already done so will dedicate a 60 foot right -of Kra.y for street
purposes and at w)-ich time, a 36 foot strip in the center will be considered
as improved.
