The Final Environmental Impact Report approved by the City <br />Council and Redevelopment Agency in February, 1976 for the <br />Plaza I & II Redevelopment Plan and the Orchard Park develop- <br />ment also thoroughly discussed the need for restriction of <br />traffic on the subject streets and the impact of the diversion <br />of this traffic to other City streets. The perimeter street <br />widening and other traffic improvements were proposed as the <br />mitigation for both the project traffic and for diverted <br />traffic from the street closures. <br />f. Based on the Final EIR and the proposed amendments to the Plan, <br />the Redevelopment Agency made provision in the Plaza I Plan <br />for restricted traffic flow on the subject streets. <br />g. The construction of the Callan-Huff-Estudillo connection, <br />Project No. 42-916, is scheduled for August, 1980 upon com- <br />pletion of undergrounding of utilities along portions of these <br />streets. This connection is expected to be constructed as <br />scheduled. <br />5. The subject abandonment will not deprive property owners of access to a <br />public street. The City or Agency owns all the real property abutting the <br />rights of way to be vacated with the exception of the Falaschi property. <br />Since the Falaschi's are to be owner participants in the project, they <br />have or will be deeding their interest in West Joaquin Avenue to the Agency. <br />6. The vacation of the subject streets as proposed is consistent with the <br />Circulation Element of the General Plan, the Master Plan for Streets and <br />the Official Plan Lines. <br />7. Easement Requirements <br />Copies of the Resolution of Intention to Vacate (Res. No. 80-90) have <br />been submitted to the utility companies serving the areas. Two utilities, <br />EBMUD and P.T.& T., have requested that utility easements be reserved over <br />their utilities on each of the affected streets. <br />The intention of the Redevelopment Agency is to allow the development <br />of buildings, delivery/loading facilities, driveways, parking lots, planters <br />and sidewalks in the areas to be vacated. However, a public utility ease- <br />ment is being reserved in a non -building area of West Estudillo Ave. which <br />will allow two utility mains to remain. <br />The existing utilities in the remainder of West Estudillo Ave., and <br />in the portions of West Joaquin and Washington Avenues to be vacated, will <br />have to be abandoned or relocated. The public utility easement to be <br />reserved in West Estudillo Ave. is available for relocated utilities. <br />8. Bicycle access to and through the downtown area is presently provided over <br />the streets to be vacated. The bikeways plan is currently being revised <br />to reflect changes in the configuration of streets, sidewalks and buildings <br />as proposed by the Redevelopment Agency in Plaza I. Provisions will be <br />made in the Agency agreements with the developers for bicycle and pedestrian <br />access through the development in the vicinity of West Estudillo Ave. There <br />is sufficient width on the remaining public streets to provide for bicycles. <br />
