G. Larkin has been re- <br />viewed with our Legal Department. They advise that we are not <br />responsible for relocating our facilities at our expense in that <br />portion of West Estudillo Avenue for which you have initiated <br />abandonment proceedings. <br />We will, therefore, be filing a Notice of Easement pursuant to <br />Section 812.5 of the Civil Code because we must continue to main- <br />tain the 12-inch water main in West Estudillo Avenue which is an <br />essential part of our distribution system. . <br />Also, we have been unable to complete plans for the relocation of <br />our facilities as contemplated in our August 29, 1977, agreement <br />with the City because the City has not furnished us definitive <br />plans of the proposed downtown redevelopment project. On April <br />26, 1979, Messrs.
