IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO.2022-162 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO AUTHORIZE <br />THE CITY MANAGER TO ENTER INTO A CONSULTING SERVICES AGREEMENT <br />WITH BAKER TILLY (FORMERLY MANAGEMENT PARTNERS) FOR STAFFING <br />AND ORGANIZATIONAL REVIEW OF THE PUBLIC WORKS DEPARTMENT FOR <br />AN AMOUNT NOT TO EXCEED $46,990. THE CUMULATIVE PROJECTS BUDGET <br />TOTAL FOR CURRENT AND PLANNED WORK BY BAKER TILLY/MANAGEMENT <br />PARTNERS IS $161,790 <br />WHEREAS, the Public Works Department is comprised of approximately 96 full-time <br />staff and 15 part-time staff who are responsible for the maintenance of city streets, parks, street <br />trees, streetlights, traffic signals, pavement markings, storm drains, buildings, and mobile <br />equipment; and <br />WHEREAS, the Department is also responsible for the San Leandro Shoreline <br />Recreation Area including contract management of the Monarch Bay Golf Club and operation of <br />the San Leandro Marina, the Bay Trail, and 315 acres of restored marshlands; and <br />WHEREAS, the Department also operates and maintains the City's wastewater <br />treatment facility and sewer collection system and coordinates the City's recycling and waste <br />programs; and <br />WHEREAS, the Public Works Department seeks to have an organization assessment <br />conducted, with the goal of taking a fresh look at the department's structure and staffing, to <br />ensure the department has the optimum structure to provide services to the community; and <br />WHEREAS, Management Partners has been under contract with the City for the past <br />two plus years, providing a variety of departmental assessments and fiscal model updates; and <br />WHEREAS, staff recommends that the City Council authorize the City Manager to enter <br />into a Consulting Services Agreement between the City and Baker Tilly (formerly Management <br />Partners), per the attached scope of work and budget that was presented to this City Council; and <br />WHEREAS, the City Council is familiar with the contents thereof; and <br />WHEREAS, the City Manager recommends approval of said agreement. <br />NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as <br />follows: <br />That said agreement is hereby approved and execution by the City Manager is hereby <br />authorized. <br />Introduced by Councilmember Aguilar and passed and adopted this 191h day of <br />September 2022, by the following vote: <br />
