IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2022- <br /> <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE <br />THE 2022 SAN LEANDRO LOCAL ROADWAY SAFETY PLAN <br /> <br />WHEREAS, the Highway Safety Improvement Program serves as a vital source of <br />funds for the City to implement safety measures to eliminate traffic fatalities and reduce serious <br />injuries on local streets; and <br /> <br />WHEREAS, the California Department of Transportation has established the criteria <br />that in order to remain eligible for future Highway Safety Improvement Program funds, local <br />cities and counties must develop a Local Roadway Safety Plan; and <br /> <br />WHEREAS, the City of San Leandro requested, and was granted, state funds to <br />develop the City’s Local Roadway Safety Plan; and <br /> <br />WHEREAS, City staff worked with a traffic engineering consultant, Fehr and Peers, <br />who conducted a safety analysis, investigating collision records from 2017-2022 to describe <br />historic collision trends and identify high-risk locations, and developed collision trends, a high <br />injury network, collision profiles, a countermeasure toolbox, and seven priority project <br />locations; and <br /> <br />WHEREAS, the plan was developed with a stakeholder group that included <br />representatives from Police, Public Works and Engineering & Transportation Departments as <br />well as regional transit partners and bike and environmental advocacy groups; and <br /> <br />WHEREAS, the project team developed the City’s Vision Zero Policy for traffic safety <br />impacts for the health and comfort of all those who live and travel in the City of San Leandro <br />and the implementation of this plan is a step towards making the transportation system safer <br />and more equitable for users of all transportation modes; and <br /> <br />WHEREAS, the Local Roadway Safety Plan will serve as a framework for the City to <br />identify, analyze, and prioritize safety improvements on local streets and will render the City <br />eligible for future federal Highway Safety Improvement Program funds; and <br /> <br />WHEREAS, on October 5, 2022, City staff and consultants presented the Local <br />Roadway Safety Plan to the City Council Facilities Committee and received the Committee’s <br />feedback. <br /> <br />NOW, THEREFORE, the City of San Leandro City Council does RESOLVE that: <br />The above recitals are true and correct and have served as the basis for the findings and <br />approvals set forth in this Resolution. <br /> <br />BE IT FURTHER RESOLVED that the City Council hereby approves the Local <br />Roadway Safety Plan and authorizes the City Manager, or her designee, to implement the plan.
