-2- <br />The serving utilities were notified of the proposed abandonment and <br />all replied they had no objections, except the Alameda County Flood Control <br />and Water Conservation District which requested reservation of an easement <br />along the easterly side of Jefferson Street. The reservation is shown on <br />Exhibit D and described and made a part of Exhibit E. <br />Police and Fire Departments have indicated they do require pedestrian"­!,� <br />access to reach San Leandro Creek, however, this access can be provided at / <br />the time of plan review for the proposed condominium development. <br />PARKING NEEDS IN THE AREA <br />Exhibit F shows existing parking controls in the vicinity of Jefferson <br />Street. Where no parking controls are shown on the map, unrestricted parking <br />(all day) is allowed. <br />In a recent survey of on -street parking in this area, the only parking <br />shortage found was in all -day free parking within 1 or 2 blocks of the central <br />business district. The north end of Jefferson Street and east end of Chumalia <br />Street both had several unoccupied parking spaces. <br />Although parking in the immediate area of the proposed street abandonment <br />does not appear to be a problem at the present time, an analysis was made of <br />the potential use of the street area for parking purposes. <br />The portion of Jefferson Street proposed to be vacated has space for 3 <br />cars to park along the east curb line. A car and house trailer have been <br />parked there regularly during our recent surveys. If a curb was installed on <br />the west side and the street paved, a total of 6 or 7 cars could park along <br />the curb lines. The estimated cost of these improvements is $600.00 <br />The area proposed to be vacated could also be converted into a parking <br />lot as shown on the attached Exhibit G (if the adjacent property owners did <br />not require driveway access or sidewalks along this portion of street). This <br />would provide 7 "off-street" parking spaces plus 1 additional on -street space <br />(on Chumalia). The estimated cost of these modifications is $9,000.00. <br />The existing and future need for parking in this area does not appear to <br />justify either of the above proposals. <br />OTHER NEEDS <br />There are no existing or proposed bikeways within the area proposed to <br />be abandoned, nor is the area needed for other bicycle purposes. <br />
