Such protest must be in writing and shall state the name or names of the owner or owners of the property affected by such annexation and the location and area of such pro- perty in general terms. If it be found that protest is not made by the owners of land within the territory, the assessed value of which as shown by the last equalized assessment roll constitutes more than one-half of the total assessed value of the land within the territory to be annexed, or that protest is not made by public and private owners of more than one-half of the value of the territory proposed to be annexed, as determined by the legislative body, further proceedings shall be taken in accordance with law for the holding of such special election, `l'.
