(Question) What will the City of San Leandro do within the area <br />about sewage disposal? <br />a. How soon after annexation can we expect action on the installa- <br />tion of a community sewer system? <br />(Answer) Sanitary sewers can be made available within one or two <br />years from the time of annexation. <br />b. How will finances be made available for such an installation? <br />(Answer) It is customary to finance sewer line projects by forma- <br />tion of an assessment district whereby payment can be made ei<her <br />in cash or by spreading the cost over a period of years, with pay- <br />ments made as an addition to the tax bill. <br />c. What will be the approximate pro -rated share of costs to each <br />property owner? <br />(Answer) The estimated front foot cost of sewers (subject to <br />considerable possible revision after engineering studies are com- <br />pleted) should be about 9�7.00. For interior lots, this figure <br />would apply directly to frontage. For corner lots, the short <br />frontage plus 10% of the long or side frontage would apply. The <br />cost of manholes, lines through intersections, 90/`�a of side frontage <br />lines, etc., would be proportioned against all properties benefit- <br />ting and would be included in the figure of 47.00 per front foot. <br />Laterals would be charged directly to each parcel at a probable <br />cost of w125.00 for each lateral required. <br />d. When and how must such costs be paid? <br />(Answer) As indicated in Answer 2-b, owners may elect to pay cash <br />at the completion of the project or pay over a period of years as <br />part of the tax bill. <br />e. Will it be mandatory that each property owner connect to the <br />sewer system? <br />(Answer) Immediate connection to sewer mains would probably not <br />be required unless a health problem existed in the particular case, <br />Eventually we would expect connection to be a mandatory requirement. <br />f. Can the cost of such individual connections be applied to the <br />special assessment? <br />
