SCHWESER Subject: "Grant Avenue Annex - Jeras Corporation Unit No. 91" to the City of San Leandro This is a proposal to annex an area of 0.963 acres to the City of San Leandro. The area to be annexed is a sliver of land located between Grant Avenue, San Lorenzo Village, and the southern boundary of the City of San Leandro. The annexation is requested by the property owner who owns not only this par- cel, but also the adjacent land now located within the City of San Leandro. It is the intention of the owner to develop this land as part of his indus- trial subdivision, which is predominately located in the City of San Leandro but requires access to Grant Avenue. The annexation will allow the owner of the property to be under the single jurisdiction of the City of San Leandro, who will be responsible for the pro- vision of services. In order to complete the procedure, other actions should be commenced, some of which are not under the jurisdiction of the Local Agency Formation Commission. First, the area should be detached from the Hayward Area Recreation and Park District, and the County Service Areas L-2 and F 65-4. These matters are within our jurisdiction and will be recommended as a condi- tion of the annexation. The question of School District boundaries, which is not under the jurisdiction of the Commission, should be reviewed and possibly detached from the San Lorenzo Unified School District and annexed to the San Leandro Unified School District. If all of these actions take place, then it will not be necessary to create a special code area for this small parcel. THEREFORE, IT IS RECOW ENDED: 1) That the annexation be approved, subject to the folloiririg conditions: a. Approval of map and description by the Director of Public Works, ex officio County Surveyor; b. That the area be detached from the Hayward Area Recreation and Park District and County Service Area L-2 and F 65-4.
