September 12, 1956 <br />ANSWERS TO QUESTIONS ON ANNEXATION OF MULFORD GARDENS TO SAN LE:ANDRO <br />1. How long after annexation would it be before Sanitary Sewers would be <br />available in all parts of the Gardens? <br />(Answer) Sanitary sewers could be installed within from one year to two years <br />of annexation. It is not possible to give specific dates of completion because <br />there is a considerable amount of engineering work and extended legal steps, in <br />addition to the effect of the time of the year annexation is completed. <br />2. How much per front foot of property would Sanitary Sewers cost? <br />On interior lots? On corner lots? <br />(Answer) The estimated front foot, cost of sewers (subject to considerable <br />possible revision after engineering studies are made) should be about, $7.00. <br />For interior lots, this figure would apply directly to frontage. For corner <br />lots, the short frontage plus 10% of the long or side frontage would apply. <br />The cost of manholes, lines through intersections, 90% of side frontage lines, <br />etc. would be proportioned against all properties benefiting and would be in- <br />cluded in the figure of $7�00 per front foot. Laterals would be charged <br />directly to each parcel at a probable cost of about �125 for each lateral re- <br />quired. <br />3. How would the cost of Sanitary Sewers be paid for by the residents of <br />Mulford Gardens? <br />(Answer) It is customary to finance sewer line projects by formation of an <br />assessment district whereby payment can be made either in cash directly to the <br />contractor, or by spreading the cost over a period of years, (usually 10 years) <br />with nayments made as an addition to the tax bill. <br />4. What would it cost to connect individual house sewers to the Sanitary <br />Sewer in the street? Would this be financed with the street lines or <br />would this be paid for in a lump sum by the individual property owners? <br />(Answer) Individual house laterals (from the sewer main to the property line) <br />should run about $125 for each lateral. The lateral within the street limits <br />would be part of the assessment; that part on private property would be an <br />individual responsibility. <br />5. Would residents of Mulford Gardens whose septic tanks are function- <br />ing "properly" be forced to connect to the Sanitary Sewers soon as <br />it becomes available or could they continue using their septic tanks <br />and if so for how long? <br />(Answer) The answer to this is a policy matter, however, immediate connection <br />to sewer mains would probably not be required unless a health problem existed <br />in the particular case. Probably a limit of 5 years or so would be set up <br />after which all. property would be required to connect. <br />
