December 21, 1.971 i Local Agency Formation Commission County of Alamcda 1221 )al: 'Street Oakland, CAI 94611- Gentlemen: The undersigned, City of Sari Leandro, proposes to take the nec- essary steps to have. annexed to to City of San Leandro the real property hereinafter described. Said property is now a part of the City of ilayward, l.la: ra County, California, alit is to be detached therefrom prior to annexation to Sar, Leandro, Tl erefore, the City of Saa Leandro proposes to initiate proceedings to annex the herein- after described territory on its or,-n notion. Said territory is con- tiguous to the City of San Leandro. The City of San Leandro is required to pay property taxes on sair territory under Article XIII, §l of the Constitution of the State of California so long as said territory is not within its boundaries. Detachment and annexation have been consenter to by both the cities of 11ayward and San Lear..'ro by resolutions Exhibits "B" and "C" respectively, attached hereto and incorporated herein. Under the provisions of Articles 1 and 4.5 of Title 4, Division 2, Part 2, Chaptsr 1. of the Covernment Code of the State of California, this Commission may approve annexation without notice and hearing and without an election where all the owners of the territory consent to such annexation. Said territory is owned solely by the City of San Leandro. The proposed annexation, without notice and hearing and without an election, of the hereinafter described territory is hereby respect- fully submitted to the Alameda County Local Agency Formation Com- mission for a report to the proponent, City of San Leandro, and Board of Supervisors of the County of Alameda, by said Commission in accord- ance with law. The proposed annexation should be entitled "San Leandro Industrial District, Trojan Bay Property,'" and the executive officer's report and notice of hearing should be sent to Richard H. Ward
