Section 4. All provisions of law, whether special or general, set <br />forth in Chapter 3, Title V11 of the San Leandro Municipal Code of 1957 <br />(The Zoning Ordinance) applicable to I-P Districts, shall be and hereby <br />are made applicable to the property hereinabove zoned as fully as though <br />said provisions were repeated herein in full. <br />Section 5. This Ordinance is hereby declared to be necessary as an <br />emergency measure for preserving the public peace, health, or safety, <br />and as such may be introduced and adopted at one and the same meeting <br />if passed by at least five (5) affirmative votes, and shall become <br />effective upon the passage and adoption thereof. <br />The following is a statement of the reasons for its urgency: <br />A substantial portion of the newly annexed area covered by the pro- <br />visions of this Chapter is already developed as industrial property. The <br />preservation and enjoyment of the property and personal rights of the per- <br />sons in such developed areas requires the immediate zoning of such areas. <br />Another substantial portion of such newly annexed area is awaiting im- <br />mediate industrial development and construction, all of which will provide <br />employment and increased payrolls to this City and its inhabitants, which <br />requires immediate provision by the City of major long-range sewer and <br />street facilities, fire fighting and prevention studies and urgent planning <br />studies to allow for the orderly and proper development of the entire area <br />as an integral part of the entire City which the preservation of the public <br />peace, health, safety, and welfare of the City of San Leandro requires and <br />demands be undertaken and commenced forthwith. <br />Introduced by Councilman (Cant and passed and adopted <br />this llth day of May, 1964, by the following called vote: <br />Members of the Council: <br />Ayes: Councilmen: Borre, (Cant, Pomar.es,.Suerstedt, Swift, <br />and Mayor Maltester (6 ) <br />Noes: Councilmen: None (0 ) <br />Absent: Councilmen: Taylor (1 ) <br />or of the City of San Leandro <br />Attest: <br />Richard H.
