That voting precincts were properly established, election officers duly appointed, election supplies furnished, and that in all respects said election was held and conducted and the votes cast thereat received and canvassed and the returns thereon made, detert-ined and declared in time, form and manner as required by the general laws of the :-tate of Ga.liforni« regulating; elections, and the Council of the City of Egan Leandro met at the Council Chambers, thereof, on !�onday, August 21, 1939, to canvass the returns of tiuid election and to declare the result thereof, and ',di Au, the Council finds as a result of said canvass, that the number of voteo ca::t, the propositions voted for and against and other matters required by law, as hereinafter stated.
