Since the last meeting, the Richmond City
Council has passed such a resolution, the FED has increased increased rates again, and major companies have
announced layoffs and hiring freezes. That's how the recessions always start. There is absolutely no need to go
through a major recession. HR3339 can prevent this and supply financing for all the shortfalls in infrastructure
outlined by the American Society of Civil Engineers 2021 report. Mayor Cutter's letter of Oct. 4 helps a lot, but a
further statement directly by the City Council can only help more to advance this very important Bill. We wouldn't
have this very building you are meeting in without the equivalent to HR3339, the Reconstruction Finance
Corporation, that was used to help finance City Hall's construction in the 1930's and other major projects around
the Bay area including the SF/Oakland Bay Bridge. No reason we can't put people to work building infrastructure,
and HR3339 deserves all of our support.
