File Number: 22-587 <br />the LINKS Shuttle. The FY 2022-2023 Annual Report is attached to the Resolution for your <br />information. <br />Since late 2015, the San Leandro Transportation Management Organization (SLTMO) has been <br />managed by the Municipal Resource Group (MRG). Following notice that <br />MRG did not intend to renew their contract, a Request for Proposals (RFP) was issued for new <br />management of the SLTMO. Transportation management firm, ALTRANS, was selected from <br />among the three respondents based on their cost-effective proposal, specialized expertise and <br />experience, and staff availability and responsiveness. Over the past month, MRG has been <br />working with ALTRANS to assist in the transition. ALTRANS began as manager of the SLTMO <br />effective November 1, 2022, with a team including President Stephen Blaylock, and Shuttle <br />Account Manager, Daniel Oliver. MRG’s work to manage and support the SLTMO and Links <br />Shuttle over the years, including through budget challenges and the coronavirus pandemic, is <br />highly appreciated and valued by the organization. <br />Analysis <br />The Annual Report includes a review of the LINKS performance, planned operations, budget and <br />a recommendation for the 2023 BID assessment. Following is a summary of the Annual Report. <br />LINKS Shuttle - Current Operations <br />The free LINKS shuttle operates Monday - Friday during peak commute hours (5:45 - 9:45 am <br />and 3:00 - 7:00 pm). LINKS provides the critical “first and last mile” connection between BART <br />and employers in West San Leandro, serving major employers including Amazon, Walmart, and <br />Costco, as well as small employers. There are over 800 employers and 15,000 employees in the <br />LINKS service area. LINKS also provides transportation to retail centers and the Davis Street <br />Family Resource Center, which services 10,000 low-income people each year. With 20 years of <br />service to the community, LINKS has provided over 3 million rides. <br />Participation in the BID helps businesses comply with the BAAQMD Commuter Benefits <br />program. In 2014, the Bay Area Air Quality Management District (BAAQMD) implemented the <br />Commuter Benefits Program that requires all employers with 50 or more full-time employees to <br />provide commuter benefits to their employees. To comply with the Program, employers must <br />select one (or more) of four commuter benefit options and register with BAAQMD. Participation <br />in the LINKS BID satisfies Option 3 (“Employer Provided Transit”) under the requirements, <br />allowing businesses to save time and money when compared to creating their own in -house <br />program. <br />2021-22 Activities <br />Over the last year, SLTMO provided reliable transportation to LINKS riders during the Covid -19 <br />pandemic. Although operations and ridership were impacted, the service continued to operate <br />without reductions or changes to its normal schedule. LINKS ridership rebounded more quickly <br />during the Covid-19 pandemic than large transit operators such as AC Transit and BART. By the <br />end of FY 2022, LINKS was providing over 500 rides per day. <br />In 2021, the SLTMO identified a projected budget shortfall beginning in FY 2022-2023 resulting <br />Page 2 City of San Leandro Printed on 11/17/2022
