IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO.2022-196 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE <br />AND AUTHORIZE THE CITY MANAGER TO EXECUTE A LICENSE AGREEMENT <br />WITH EAST BAY COMMUNITY ENERGY AUTHORITY FOR INSTALLING, <br />OPERATING, AND MAINTAINING ELECTRIC VEHICLE FAST CHARGING AT <br />THE SAN LEANDRO MAIN LIBRARY <br />WHEREAS, City of San Leandro is a member of East Bay Community Energy <br />Authority (EBCE), a Joint Powers Authority (JPA) formed in 2016 to become the default Load <br />Serving Entity (or public power provider) in Alameda County; and <br />WHEREAS, EBCE is tasked with development and management of energy -related clim- <br />ate change programs that help local government JPA members, such as electric vehicle (EV) <br />infrastructure deployment; and <br />WHEREAS, vehicle electrification is an important strategy for air quality improvement <br />and greenhouse gas (GHG) emissions reduction in San Leandro's Climate Action Plan; and <br />WHEREAS, EBCE is partnering with the City to install, maintain, and operate EV fast <br />charging stations on municipal property near multifamily housing; and <br />WHEREAS, this project will deploy 12 dual -port 150 kilowatt (kW) fast chargers in 24 <br />EV only charging stalls at the San Leandro Main Library parking lot, with two of the charging <br />stalls to comply with the Americans with Disabilities Act (ADA); and <br />WHEREAS, the San Leandro Main Library was chosen for its proximity to multifamily <br />housing and disadvantaged communities in the top 25th percentile of CalEnviroScreen 4.0 within <br />a 5-mile radius, location within a low-income census tract, proximity to highways and the San <br />Leandro BART station, and accessibility of the parking lot 24/7; and <br />WHEREAS, implementing this project will not only allow City of San Leandro to <br />reduce its transportation pollution, but also expand EV access to renter populations and increase <br />engagement in the San Leandro downtown area; and <br />WHEREAS, the project is funded by a grant from the California Energy Commission for <br />Reliable, Equitable, and Accessible Charging for Multifamily Housing (REACH) awarded to <br />EBCE for EV charger installation in multifamily hotspots in City of Hayward and City of San <br />Leandro; and <br />WHEREAS, no budget appropriations are required for this project implementation; and <br />WHEREAS, EBCE has agreed to the terms of the contract pending Council <br />approval; and <br />WHEREAS the City Council is familiar with the contents of the agreement; and <br />WHEREAS, the City Manager recommends approval of said agreement. <br />
