demonstrated that such equipment is not available. Any emissions control device used by <br />the contractor shall achieve emissions reductions that are no less than what could be <br />achieved by a Tier 4 interim emissions standard for a similarly sized engine, as defined by <br />the California Air Resources Board's regulations. The requirement to use Tier 4 interim <br />equipment for engines over 25 horsepower shall be identified in construction bids. <br />84. Air Quality. The Project's construction contractors shall maintain a list of all operating <br />equipment in use on the project site for verification by the City of San Leandro Community <br />Development Department/Building Division. The construction equipment list shall state the <br />makes, models, and number of construction equipment on -site. Construction contractors <br />shall ensure that all equipment shall be properly serviced and maintained in accordance <br />with the manufacturer's recommendations. <br />85. Air Quality. The Project's construction contractors shall communicate with all sub- <br />contractors in contracts and construction documents that all non -essential idling of <br />construction equipment is restricted to 5 minutes or less in compliance with California Air <br />Resources Board Rule 2449 and is responsible for ensuring that this requirement is met. <br />86. Dust and Noise. Construction activity shall not create dust, noise or safety hazards for <br />adjacent residents and properties. Dirt and mud shall not be tracked onto surrounding <br />streets from the project site during construction. All construction contracts shall include the <br />following requirements: 1) Unpaved construction sites shall be sprinkled with water at least <br />twice per day; 2) Trucks hauling construction materials shall be covered with tarpaulins or <br />other effective covers; 3) Streets surrounding demolition and construction sites shall be <br />swept at least once per day; and 4) Paving and planting shall be done as soon as possible. <br />City shall charge developer, and developer shall pay, for all costs of sweeping city streets <br />in the vicinity of the project as necessary to control dust and spillage. <br />87. Dust. Standard construction dust control procedures, such as wetting, daily roadwashing <br />and other maintenance functions to control emissions, shall be implemented at all times <br />during outdoor construction. Dust generating activities such as grading, excavation, paving <br />etc., shall be scheduled the early morning and other hours when, wind speeds are low. All <br />construction activities entailing soil disturbance shall cease when winds exceed 30 miles <br />per hour as an hourly average. <br />88. BAAQMD Best Management Practices. Project's construction contractor shall comply with <br />the following best management practices for reducing construction emissions of fugitive dust <br />(PM10 and PM2.5) as required by the Bay Area Air Quality Management District Revised <br />California Environmental Quality Act Air Quality Guidelines: <br />a. Water all active construction areas at least twice daily, or as often as needed to control <br />dust emissions. Watering should be sufficient to prevent airborne dust from leaving <br />the site. Increased watering frequency may be necessary whenever wind speeds <br />exceed 15 miles per hour. Reclaimed water should be used whenever possible. <br />b. Pave, apply water twice daily or as often as necessary to control dust, or apply (non- <br />toxic) soil stabilizers on all unpaved access roads, parking areas, and staging areas <br />at construction sites. <br />PLN 18-0036 <br />
