<br />8 <br /> <br /> <br />With this understanding Consultant will propose a supervisor from within the Consultant’s organization that <br />has shown leadership and commitment over the last three years in San Leandro. Consultant’s pool of <br />employees within 30 miles of San Leandro provides this contract with a consistent level of enforcement <br />which inevitably leads to more compliance. <br /> <br /> <br />SCOPE OF WORK COMPLIANCE <br />In this section, Consultant presents detailed responses to the various requirements outlined in the Request <br />for Proposal’s Scope of Work. Consultant recognizes that some of the City’s requirements listed in the RFP <br />may evolve over time. Consultant gives extensive autonomy to their proposed supervisor and director of <br />operations which will enable Consultant to respond to evolving requirements quickly and effectively over <br />the early term of the contract. Many of the tasks and methodologies described in this section are performed <br />by Consultant staff at their other parking enforcement contracts. Consultant has drawn upon extensive <br />experience to present the highest quality and most cost-effective operational proposal. Consultant has a <br />thorough understanding of the work and responsibilities that the provision of parking enforcement services <br />for the City of San Leandro entails. Consultant accepts each responsibility presented in the RFP without <br />exception. As a full-service enforcement provider, Consultant does not foresee major difficulties in meeting <br />the requirements contained in the scope. <br />ENFORCEMENT AREAS <br />Consultant understands that their staff will be responsible for patrolling on-street as well as the off- street <br />parking garages and lots. During their initial study, we have divided the enforcement areas into 3 beats. <br />Enforcement areas include: <br /> <br /> Downtown Business District (Beat 1 and 2): Enforcement of expired meters and time limit <br />parking 8:00AM through 6:00PM, Mon - Saturday, except for City holidays. <br /> North District (Beat 3): Enforcement of expired meters and time limit parking <br /> Residential Parking Permit Program (RPPP): As posted per district/neighborhood. <br /> Commercial/General Enforcement: General parking restrictions and commercial zones. <br /> Neighborhood Concerns: Addressed on an as-needed basis. <br /> <br />GENERAL RESPONSIBILITIES PARKING ENFORCEMENT OFFICER <br /> Enforce Municipal and State Vehicle Codes related to parking and registration violations, issues <br />citations and tows vehicles as required <br />DocuSign Envelope ID: 6B201A9F-1A3F-4388-A808-5A345DDB0A1C
