<br />Consulting Services Agreement between City of San Leandro and Last revised 8/1/2022 <br />EcoEngineers for RNG Feasibility Study Exhibit A – Page 1 of 2 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />Task 1 – AD RNG Feasibility Study <br /> <br />EcoEngineers will complete the following: <br />1. Estimate the amount of renewable natural gas (RNG) that could be produced from the facility. <br />2. Review the feedstocks processed and assess the potential D-code for RIN generation. <br />3. Contact local utilities to determine if an interconnection to a commercial distribution pipeline is <br />feasible and the location. Identify the interconnection location, costs, pressure, gas specification <br />and include in the project’s financials. <br />4. Outline the costs to load, truck, and offload the RNG into the pipeline interconnection. Estimate <br />the costs for RNG transport. <br />5. Evaluate the selected equipment and its ability to upgrade the biogas to produce pipeline quality <br />RNG to meet gas specifications. <br />6. Estimate a range of the potential carbon intensity (CI) score for the facility. No detailed modeling <br />will be done at this phase. <br />7. Project potential revenues from the sale of RNG and associated environmental credits to prepare <br />a detailed economic model and a pro forma to make 10-year financial projections for the project. <br />8. Prepare a financial analysis of the project including return on investment (ROI) analysis, <br />estimated payback period, breakeven analysis, and annual net profit estimates by year for the <br />project. <br />9. Prepare a financial sensitivity analysis outlining low, moderate, and high credit scenarios. <br />10. Outline common deal structure arrangements and potential project partners to offtake RNG into <br />the California LCFS market. <br />11. Provide commentary around the Renewable Fuel Standard (RFS) and California Low Carbon <br />Fuel Standard (LCFS) including history, current pricing, and future outlook from the industry. <br />12. Outline potential voluntary markets and the term and price for purchase of the RNG <br />and environmental attributes. <br />13. Discuss potential risks and risk mitigation tools for a biogas upgrading project and the associated <br />credit programs (RFS and LCFS). <br />14. Provide a preliminary project schedule and identify the next steps for the project. <br />15. Prepare a draft feasibility study and submit for review and comment. <br />16. Submit a final draft report in PDF format. <br /> <br />There is no travel to the subject site contemplated under this Scope of Services. <br /> <br />Task 2 – General RNG Consulting, as requested <br />EcoEngineers will be retained by the city to provide ongoing renewable energy consulting services that <br />may include the following services and other yet to be determined services to assist with the <br />development of the wastewater treatment project. These services may include, but are not limited to: <br /> <br />a. Analysis of potential RNG opportunities. <br />b. Revenue projections. <br />c. Project due diligence. <br />d.
