7- <br />15966623.1 <br />c) to apply for and accept grants, advances and contributions; <br />d) to make plans and conduct studies; <br />e) to acquire, construct, manage, maintain, or operate, any building, works, <br />or improvements; <br />f) to acquire, hold or dispose of property; <br />g) to sue and be sued in its own name; <br />h) to incur debts, liabilities, or obligations, subject to limitations herein set <br />forth; <br />i) to issue indebtedness; <br />j) to establish rates, tolls, fees, rentals, or other charges in connection with <br />the Facilities and services provided by the Authority; <br />k) to develop and adopt Policies and Procedures for the conduct of business <br />of the Authority; <br />l) to plan for, acquire land or rights of way for, construct, operate, or <br />maintain facilities owned by an Agency when necessary to meet joint <br />discharge requirements, subject to the provisions of Section 16 hereof; and <br />m) to enter into joint exercise of powers agreements pursuant to the Act. <br />For the purposes of California Government Code Section 6509, the powers of the <br />Authority will be exercised subject to the restrictions upon the manner of exercising such powers <br />as are imposed on the City of Hayward, a charter city. <br />Section 6. Boundaries <br />The boundary of the Authority will be the consolidated boundaries of all Agencies, as <br />may be amended from time to time.
