City of San Leandro <br />City Council <br />Meeting Date: December 5, 2022 <br />Agenda Number: 10.c. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 22-701 <br />File Type: Staff Report <br />Second Reading of an Ordinance Amending Title 1, Chapters 1-5 and 1-6 of the San Leandro Municipal <br />Code Relating to Contracts for Public Works Projects and Contracts for Purchases <br />COUNCIL PRIORITY <br />·Fiscal Sustainability and Transparency <br />SUMMARY <br />On November 21, 2022, the City Council introduced an ordinance and voted 7-0 to approve an <br />update to authorize the City Manager to award contracts for public works projects and all <br />other purchases up to $100,000, and the City Council would award all contracts over <br />$100,000. The ordinance would also raise the threshold at which informal competitive <br />bidding is required for the purchase of equipment, materials, supplies and non-professional <br />services from $5,000 to $60,000. Purchases between $60,000 and $200,000 would be <br />made through informal bidding procedures, and purchases over $200,000 would be subject <br />to competitive bidding. These changes are intended to speed up the award process; <br />expedite project delivery; reduce the time, effort, and expense associated with bidding <br />projects under $200,000; and simplify administration for those projects while also allowing <br />for a more efficient purchasing process at a time when current staffing resources are lean. <br />Timing to award public works contracts and make other purchases would be reduced, <br />thereby expediting the acquisition of goods and services, which will provide welcome relief <br />during the current environment of global supply chain issues. <br />A second reading is required to adopt the ordinance, which would become effective 30 days <br />later. <br />RECOMMENDATION <br />Staff recommends that the City Council hold a second reading and adopt the ordinance to <br />amending Title 1, Chapters 1-5 and 1-6 of the San Leandro Municipal Code relating to contracts <br />for public works projects and contracts for purchases. <br /> <br />ATTACHMENT <br />Att A: An Ordinance Amending Title 1, Chapters 1-5 and 1-6 of the San Leandro Municipal <br />Code Relating to Contracts for Public Works Projects and Contracts for Purchases <br />Page 1 City of San Leandro Printed on 11/30/2022
