14 SLPMA MOU 2023-2028 <br /> Only employees of the City, at the time this agreement is ratified by the City Council, are eligible to receive any of the salary or benefits so provided. 20.4 The City and Association have discussed the City’s unfunded pension and OBEB liabilities.
