IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />ORDINANCE NO. 2022 - 019 <br />AN ORDINANCE AMENDING SECTION 1-3-1300 OF THE SAN LEANDRO <br />MUNICIPAL CODE TO PROVIDE FOR THE NOMINATION AND <br />APPOINTMENT OF ALTERNATES TO THE YOUTH <br />ADVISORY COMMISSION <br />WHEREAS, Section 350 Boards and Commissions of Article III of the Charter <br />of the City of San Leandro authorizes the Council to create, consolidate, reorganize, and <br />rename boards and commissions; and <br />WHEREAS, the City desires to amend the Municipal Code to clarify the District <br />representation of Youth Advisory Commission members, their terms of office, and allow <br />for the provision of Alternate Commissioners on the San Leandro Youth Advisory <br />Commission; and <br />WHEREAS, providing for Alternate Commissioners on the Youth Advisory <br />Commission would increase participation by youth residents in the City's civic life, aid in <br />their personal, educational, and professional development, and would help to move <br />questions and issues important to the City's youth; and <br />WHEREAS, the providing for Alternate Commissioners on the Youth Advisory <br />Commission would maximize community engagement opportunities by promoting <br />Commission meeting attendance and reducing causes for meeting cancellations. <br />NOW, THEREFORE, the City Council of the City of San Leandro does ORDAIN as <br />follows: <br />SECTION 1. San Leandro Municipal Code section 1-3-1300 is amended to read as <br />follows (additions in underline; replacements in double underline; deletions in <br />str4leugl3) : <br />1-3-1300 MEMBERSHIP <br />a The Youth Advisory Commission shall consist of twenty-one (21) members. <br />Members shall be entering their freshman, sophomore, junior or senior year of secondary <br />education at the time of their appointment. <br />(b) The Mayor may nominate and the City Council may gppoint additional at -large <br />members as alternate members. Alternate members shall attend meetings and shall sit as <br />a member when a regular member is absent. Alternate members who attend meetings <br />shall not count towards establishing_ quorum, unless they sit in the absence of a regular <br />member. When an alternate member is seated upon the absence of a regular member, <br />their vote shall be counted for any action. All alternate member votes made without <br />sitting in the absence of a regular member shall be taken as advisory votes to the <br />Commission. <br />
