IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2023-016 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO AUTHORIZE THE CITY MANAGER TO ACCEPT <br />AND EXECUTE ALL DOCUMENTS RELATED TO THE GRANT FUNDS AWARDED BY THE CALIFORNIA STATE <br />LIBRARY'S CLLS ELS GRANT TO FUND THE SAN LEANDRO PUBLIC LIBRARY'S PROJECT LITERACY EFFORTS FOR <br />ADULT ENGLISH AS A SECOND LANGUAGE INSTRUCTION IN THE AMOUNT OF $18,790 <br />WHEREAS, California Library Literacy Services (CLLS), governed by the California Library Literacy and <br />English Acquisition Service Program (Attachment Exhibit Al), established by the California State Library in <br />1984 under the name The California Literacy Campaign to help reduce the high level of illiteracy in <br />California and connect more Californians with public libraries; and <br />WHEREAS, in 1985, the California Legislature established support for the program through the <br />California Library Services Act, and in 1988, the legislature funded the Families for Literacy Initiative to help <br />libraries reach and serve the children of adult literacy learners; and <br />WHEREAS, Project Literacy at the San Leandro Public Library was originally established in 1989 with a <br />five-year CA State Library Literacy fund and has continued since to receive grant funding to maintain a basic <br />adult and family literacy program and provide new expanded services in order to meet the current needs of <br />the community; and <br />WHEREAS, San Leandro Public Library was awarded CLLS funding of$95,105 for FY 2022-2023 to <br />continue to provide the Project Literacy program that provides services to low -literate adults and families <br />who speak English very well; and <br />WHEREAS, Project Literacy was awarded additional CLLS ESL funding of $18,790 for FY 2022-2023, to <br />enhance Project Literacy's services to the community by including ESL services as part of the literacy program <br />so that Project Literacy can accept new adult students who speak English less than very well to participate in <br />and benefit from Project Literacy's newly proposed ESL services. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br />1. That City Council accepts, and the City Manager is authorized to execute all documents related to the <br />CLLS award for new ESL literacy and ESL tutoring services and programs totaling $18,790; and <br />That an appropriation of the CLLS ESL funding of $18,790 in revenue account #150-3607 and <br />expenditure account #150-68-021 is approved; and <br />3. That an original executed agreement shall be attached to and made a part of this resolution. <br />RESOLUTION 2023-016 <br />
