IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2023-020 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE AND AUTHORIZE THE <br />CITY MANAGER TO EXECUTE AMENDMENT NO.1 TO THE EXISTING CONSULTING SERVICES <br />AGREEMENT WITH BUILDING FUTURES WITH WOMEN AND CHILDREN FOR MOBILE OUTREACH TO <br />THE UNHOUSED, INCLUDING EMERGENCY HOUSING SUPPORT, AND TO AUTHORIZE APPROPRIATION <br />OF $154,000 IN FUNDING FROM THE AMERICAN RESCUE PLAN ACT (ARPA) FUND 190 FOR THE SAME <br />WHEREAS, Building Futures with Women and Children (BFWC) has provided homeless outreach <br />services in the City of San Leandro for many years; and <br />WHEREAS, an agreement dated July 1, 2022 exists between the City of San Leandro and BFWC; <br />and <br />WHEREAS, the City seeks to amend its existing agreement with BFWC so that BFWC may <br />provide emergency housing relief to some of San Leandro's most vulnerable unhoused; and <br />WHEREAS, the costs of said amended scope of work would be $154,000; and <br />WHEREAS, the City Manager recommends the appropriation of $154,000 of unspent funds <br />from the American Rescue Plan Act (ARPA) Fund 190 for the purposes of funding these much -needed <br />services; and <br />WHEREAS, the City Manager recommends approval of the proposed amendment. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE that the following <br />actions are authorized in order to effectuate the proposed amendment: <br />1. Allocating $100,000 from ARPA account 190-63-821-5120 and $54,000 from ARPA account <br />190-63-807-5120; and <br />2. The said use of existing additional appropriations, which coupled together with previously <br />appropriated funds associated with the prior agreement shall not exceed the total amount <br />of $596,964; <br />3. That said consulting services agreement amendment and the funding for the same are <br />hereby approved and the City Manager is authorized to execute all documents to effectuate <br />this resolution. <br />Introduced by Councilmember Aguilar and passed and adopted this 6th day of March 2023, by <br />the following vote: <br />
