Reso 23-042 Authorizing City Manager's Acceptance of County HHAP Funds

IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2023- 042 RESOLUTION AUTHORIZING THE CITY MANAGER'S ACCEPTANCE OF $500,091 FROM ALAMEDA COUNTY FOR HOMELESS HOUSING, ASSISTANCE, AND PREVENTION PROGRAM (HHAP) AND CORRESPONDING APPROPRIATIONS TO OPERATE SUBSIDIES IN NEW OR EXISTING AFFORDABLE OR SUPPORTIVE HOUSING UNITS, EMERGENCY SHELTERS, NON -CONGREGATE SHELTERS, INTERIM OR BRIDGE HOUSING, AND NAVIGATION CENTERS WHEREAS, the 2022 Alameda County Homeless Point in Time (PIT) count captured San Leandro's total homeless population at 409 individuals, of which 97 are sheltered,119 are living in a tent, 86 are in a car/van, 78 are in recreational vehicles, and 29 living on the streets or outside; and WHEREAS, access to affordable or supportive housing, emergency shelters, non -congregate shelters, interim or bridge housing, navigation center, and access to support services has proven to be an effective strategy of homeless prevention and intervention efforts; and WHEREAS, HHAP funds will be leveraged with local non-profit organizations to sustain, expand and strengthen existing homeless and housing services. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: 1. The City Council authorizes the City Manager's acceptance of County HHAP funds in the amount of $500,091 for fiscal year 2022-2023. 2. The City Council authorizes programming for said $500,091 of HHAP revenue into account 11-63- 006, along with a corresponding appropriation of $500,091 into expenditure account 010-61-014- 5120 in fiscal year 2022-2023 Introduced by Councilmember Reynes and passed and adopted this 15t day of May 2023, by the following vote AYES: Councilmembers Aguilar, Azevedo, Ballew, Bowen, Reynes, Simon, and Mayor Gonzalez (7) NOES: None (0) ABSENT: None (0) ATTEST: �&, � - �1 � (wm K Ily B. lancy, C C Cit' Clerk
