IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2023-054 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO ACKNOWLEDGE THE COMPLETION OF GOOD <br />WORK AND APPROVE THE ENDING OF THE <br />SHORELINE ADVISORY GROUP <br />WHEREAS, the City of San Leandro owns certain real property consisting of over fifty (50) acres located <br />within the City limits in the Shoreline development area; and <br />WHEREAS, the City desires to facilitate the development of the Shoreline development area to create <br />new housing units, lodging and restaurants, new facilities to foster economic growth, and new recreational <br />opportunities for the public, as well as promoting the productive use of property and encouraging quality <br />development and economic growth, thereby enhancing employment and recreation opportunities for <br />residents and expanding the City's tax base; and <br />WHEREAS, in 2008, the City Council approved the formation of the Shoreline Development Citizens <br />Advisory Committee (Shoreline CAC) to advise the City Council and staff on the vision for the Shoreline <br />development area; and <br />WHEREAS, the City and Cal Coast Companies LLC, Inc., a Delaware corporation doing business in <br />California as Cal Coast Developer, Inc. (Cal Coast), entered into an Exclusive Negotiating Rights Agreement <br />dated April 2, 2012 regarding development of a portion of the Shoreline development area, as such agreement <br />has been amended and extended (the "ENRA"); and <br />WHEREAS, the Shoreline CAC fulfilled its mission and was disbanded in Spring 2011 when the City <br />Council signed the ENRA with Cal Coast; and <br />WHEREAS, in 2012, the City Council Shoreline -Marina Committee approved a Shoreline Advisory Group <br />to provide continuing community input to the City Council and staff on the comprehensive master plan for the <br />Shoreline development area; and <br />WHEREAS, on June 4, 2012, the City Council approved a 21-person subset of the Shoreline CAC to <br />continue to serve as an Advisory Group to the City and Cal -Coast to assist in refining the plans and studies for <br />the Shoreline Development Project including the Harbor Basin Redevelopment (Shoreline Advisory Group); <br />with an amendment to refer to the Shoreline -Marina Committee the development of specific criteria to use in <br />selecting three additional members to the Advisory Group; and <br />WHEREAS, on November 5, 2012, the City Council approved the addition of three individuals to the <br />Shoreline Advisory Group to assist in refining the plans and studies for the Shoreline Development Project; and <br />WHEREAS, the Shoreline Advisory Group met multiple times from 2012 to 2020 to provide input on <br />project, park and water basin scope and design, as well as the Environmental Impact Report; and <br />
