City of San Leandro <br />City Council <br />Meeting Date: January 3, 2023 <br />Agenda Number: 10.e. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 22-746 <br />File Type: Staff Report <br />Adopt a Resolution to Approve the City Manager’s Assignment of Kelly Clancy as the City Clerk <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve a resolution to approve the City Manager ’s <br />assignment of the City Clerk. <br />BACKGROUND <br />Pursuant to City Municipal Code Section 1-2-110, “The City Manager shall assign an officer of the <br />City to the duties of City Clerk, and such officer shall possess the requisite qualifications for such <br />duties. Such assignment shall be approved by the City Council.” <br />The recruitment for City Clerk was opened internally on December 6, 2022 and closed on <br />December 13, 2022. The City Manager found Kelly Clancy to have the background and <br />experience that best suits the needs of the City Clerk position. Ms. Clancy has over 11 years of <br />experience supporting a City Clerk ’s Office, boards and commissions. She has spent the last 11 <br />months serving in an acting City Clerk role and has successfully managed the many facets of the <br />position during that time. That, coupled with her commitment to moving beyond status quo and <br />her ability to work collaboratively with others has made her the top choice for the City Clerk <br />position. <br />Financial Impacts <br />There is no fiscal impact associated with the approval of the City Manager ’s assignment of the <br />City Clerk.
