IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2023- RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A CONSULTING SERVICES AGREEMENT WITH HF&H CONSULTANTS, LLC TO DEVELOP A PROCUREMENT PROCESS FOR SOLID WASTE, RECYCLABLES, AND ORGANICS SERVICES CONTRACTING (PHASE 1) FOR A TOTAL NOT TO EXCEED $137,050 WHEREAS, the Franchise Agreement for Solid Waste, Recyclables, and Green Waste Services between the City of San Leandro and Alameda County Industries is set to expire on January 31, 2025; and WHEREAS, a procurement process will define the terms under which the City negotiates services with one or more contractors to ensure a smooth transition of services beyond the current franchise term; and WHEREAS, the agreement with HF&H Consultants, LLC will provide technical assistance to develop a procurement process for future services; and WHEREAS, this initial phase of the procurement process includes negotiation of a short- term extension with the current franchisee, development of an integrity policy, and development of a procurement package to solicit services from prospective contractor(s); and WHEREAS, HF&H Consultants, LLC has agreed to the terms of the agreement pending City Council approval; and WHEREAS the City Council is familiar with the contents of the agreement; and WHEREAS, the City Manager recommends approval of said agreement. NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as follows: That the agreement is hereby approved and execution by the City Manager is hereby authorized.
