RFP No. 60149 Comprehensive Parks Master Plan Page 6 of 44 <br /> <br />Review of Related Policies, Plans, and Programs <br />The Consultant shall review City and school districts’ existing plans and policies that are <br />relevant to the parks system and recreational offerings, as well as comprehensive long-range <br />plans and related documents. This includes: <br />• Capital Improvement Plan <br />• General Plan <br />• Annual Budget & Financial Report <br />• Recent and future bonding plans for new facilities <br />• Bicycle and Pedestrian Master Plan <br />• Vision Zero/Local Roadway Safety Plan (under development) <br /> <br /> Deliverables: Comprehensive Inventory of Existing Facilities Report <br /> Comprehensive Review of Policies, Plans, and Programs Report <br /> <br />Comparative Analysis <br />For additional context, the Consultant shall perform a comparative analysis of the parks system <br />with communities of a similar size and density and assess the City's organizational structure, <br />programming and maintenance staffing, and funding levels in relation to national averages and <br />comparative to cities of similar size regionally. Discuss different funding mechanism and cost <br />recovery strategies. <br /> <br /> Deliverables: Comparative Analysis and Recommendation Report <br /> <br />Public Outreach and Engagement <br />The Consultant will take the lead on public involvement for the planning process to determine <br />the current usage of the park system and school district recreational assets as well as the needs, <br />desires, and interests of the community. The Consultant shall provide an outline of their public <br />involvement strategy in their proposal that describes how the community and stakeholders will <br />be provided opportunities to participate in the development of the Plan. The proposed public <br />involvement strategy shall provide: <br /> <br />• Well-organized and directed activities, techniques, and formats for public participation <br />• Methodology for gathering feedback about services, uses, and preferences <br />• A city-wide community needs assessment survey (a statistically valid survey is preferred) <br />• Written records and findings for all public outreach and engagement activities <br /> <br />It’s important that the public outreach process include communication in multiple languages, <br />including Spanish and Chinese. <br /> <br />The City and school districts will work with the Consultant to implement the public involvement <br />strategy by assisting with logistics and execution of all community meetings. Realizing potential <br />Consultants may not be local and travel costs may increase price beyond the allocated budget, <br />the consultant’s attendance during public outreach events and presentations shall be prioritized <br />over more perfunctory activities. <br /> <br />
