WRT | RFP No. 60149: San Leandro Comprehensive Parks Master Plan 5 <br />December 2, 2022 <br />Sally Perez, Purchasing Technician <br />San Leandro City Hall <br />835 E 14th St <br />San Leandro, CA 94577 <br />sperez@sanleandro.org <br />RE: Response to Request for Proposals – RFP 60149 Comprehensive Parks Master Plan <br />Dear Sally, <br />San Leandro is a growing city in the heart of the Bay Area with a complete system of neighborhood parks, community parks, and shared- <br />use recreational amenities. It is defined by its treasured natural setting, and especially by the sense of place and recreational opportunities <br />provided by its 23 parks and recreational facilities. The years ahead will see significant growth, with an estimated 13,000 - 15,000 new <br />residents, and over 5,370 new households by 2035. The City will need to continue to adapt, as recreation needs evolve and other challenges <br />such as climate change remain. <br />The City is planning for this change with a clear commitment to both reinvestment and infill along its transit corridors and achieving its <br />established per capita park acreage standards. The Comprehensive Parks Master Plan will build on that work and the values that underlie <br />it. It will provide specific direction on balancing open space access and resource conservation, revising existing joint use agreements, <br />providing guidance on potential new park sites through creative and unconventional ways, reinvesting equitably in existing parks, providing <br />recreation opportunities for a diverse and growing population, and creating memorable places where the community will come together. <br />WRT is excited to be your partner in this endeavor. We are an interdisciplinary practice of planners and designers with a focus in park <br />planning and design at all scales. We plan park systems and trail networks, and we design and build visions for individual parks. We bring <br />a passion for the bigger picture of community resilience and designing with nature, and a careful attention to the unique conditions of each <br />place and its people. With most of our work serving public agencies, we are experienced at crafting and executing outreach strategies that <br />effectively communicate project goals and provide meaningful opportunities for input. We are familiar with San Leandro from our extensive <br />work with the Hayward Area Recreation and Park District (HARD), including leading the community-guided vision and plan for the San <br />Lorenzo Creekway, and from decades of planning and design work in the Bay Area. We will lead a data-driven process to evaluate existing <br />park, recreation, and open space assets, understand the recreational needs of San Leandro’s people, and develop comprehensive direction <br />for creating an inspiring and achievable park, open space, and trail system. <br />Our partners are integral to the positive outcomes ahead. We propose a focused core team of WRT and PROS Consulting, who have <br />collaborated as a team on dozens of park system plans in California and beyond. WRT will lead the overall master plan and take the lead <br />on all aspects of physical park planning and conceptual design. In addition, WRT will lead the community engagement process, which is <br />a hallmark of our work. We create activities and communications that encourage participation by the entire community and look forward <br />to defining an innovative engagement approach with the City of San Leandro and the Unified School Districts. PROS Consulting will be <br />an active lead of several areas of scope, leveraging their national expertise in park and recreation trends, demographic analysis, and park <br />system operations. We will augment our team with strategic partners, including ETC Institute, a frequent and trusted partner in conducting <br />statistically-valid surveys of community priorities; and CSW | ST2, a long-time engineering partner on a wide range of project types. This <br />team expects to be working closely with a variety of local community-based organizations, as the plan will need to reflect the needs of the <br />San Leandro community. <br />Thank you for the opportunity to present our qualifications and proposal for this exciting project.
