WRT | RFP No. 60149: San Leandro Comprehensive Parks Master Plan 46 <br />Through an on-call contract, WRT has worked with the Hayward Area Recreation & <br />Park District (HARD) on a variety of assignments ranging from system-wide planning to <br />neighborhood park design. HARD is an independent special use district encompassing a 100 <br />square mile area that serves over 280,000 residents and is the largest recreation district in <br />the State of California. <br />Parks Master Plan: WRT and PROS Consulting developed an updated HARD) Parks and <br />Recreation Master Plan. Major components of the planning process included stakeholder <br />engagement, comprehensive gap analysis and needs assessment, level of service analysis, <br />policies, and financial implementation strategy. The Master Plan was leveraged to garner <br />State of California Prop 68 funding for community-based planning, design and construction of <br />two new parks in the under-served Ashland community, as described below. <br />Ashland Common: WRT led community-based master planning for a new, amenity-rich plaza <br />in the historically under-served community of Ashland. The effort was rewarded with more <br />than $7 million to fund design and construction through the Statewide Parks Program (Prop <br />68). WRT is now working with Trust for Public Land (TPL) and HARD to complete park design <br />through construction documentation.
