The referral was to rename the Main Library after <br />San Leandro resident Bernard Ashcraft. <br />BACKGROUND <br />At the February 6, 2023 adjourned regular meeting, which occurred on February 21, 2023 <br />preceding the City Council’s regular meeting on that date, Vice-Mayor Azevedo made, and a <br />majority of the City Council approved, an urgent agenda item to the City Council Rules Committee <br />for the referral of a facilities renaming proposal. The proposed facility would be the San Leandro <br />Main Library, renamed after San Leandro resident Bernard Ashcraft. At the March 6, 2023 City <br />Council regular meeting, Vice-Mayor Azevedo moved, and the City Council approved <br />unanimously an amendment to the referral to de-prioritize urgency of the item to the City Council <br />Rules Committee, which would automatically put the item on the City Council’s list of items for <br />prioritization at its next priority setting work-session; the amended referral also explicitly noted <br />that when the item comes before the City Council at its priority setting session, all San Leandro <br />residents could be considered. <br />Analysis <br />For more expeditious cancellation or termination of a City Council referral, a City Council minute <br />order describing the City Council’s action to cancel or terminate the referral would be <br />appropriate.
