11 <br /> <br />Vehicle registration fees are collected by the State and distributed to local agencies based <br />on a formula. These funds are restricted for use on road and transportation projects. The <br />amount of Vehicle registration funds received each year is typically consistent. <br /> <br />Special Grant funds includes all grants used for CIP projects. Grants typically must be <br />used for a specific project or scope of work. The amount of Grant funds received each <br />year varies widely and is difficult to predict. <br /> <br />Gas taxes are collected by the State and distributed to local agencies based on a formula. <br />These funds are restricted for use on road and transportation projects. The amount of Gas <br />taxes received each year is typically consistent. <br /> <br />American Rescue Plan Act funds, commonly known as ARPA funds, are a one time <br />special grant. <br /> <br />General funds are collected from a variety of sources, the two largest contributors are <br />sales tax (as augmented by the local sales tax measure HH and measure Z), and property <br />tax. General funds are unrestricted and can be used for any project type. The amount of <br />General funds available for CIP projects each year varies considerably due to fluctuations <br />in both the amount collected and the amount needed for staffing and other uses. <br /> <br />Water Pollution Control Plan (WPCP) Enterprise funds are collected from users of the <br />City’s sanitary sewer system. Each building connected to the City’s system pays a <br />monthly fee for service. The fund is restricted for use on operation and maintenance of <br />the sanitary sewer collection system and the water treatment plant. The amount of WPCP <br />enterprise funds received each year is typically consistent. <br /> <br /> <br />Funding Plan Biennial Budget <br /> <br />The following two tables indicate use of funds appropriated as part of the biennial <br />budget. These tables include expected proceeds from the sale of land to the Cal-Coast <br />Development for the Shoreline Project. These proceeds are scheduled to be appropriated <br />to the Shoreline Park project. <br /> <br /> <br /> <br /> <br /> <br />
