3 <br /> <br /> <br />Introduction <br /> <br />The quality of life for a community depends in part upon how well the public <br />infrastructure meets its needs. Public infrastructure such as streets, sewer systems, traffic <br />signals, parks, libraries and other public buildings influences the flow of goods and <br />services, protects the health of the public, creates recreation and education opportunities <br />for residents, and is the backbone of the local economy. <br />This Plan contains a list of projects to be funded through the Biennial Operating Budget <br />as well as projections for projects that could be funded by future budgets. It is a guide for <br />preparation of the Capital Improvement Program (CIP) portion of future Biennial <br />Operating budgets. The Plan is intended to be updated and presented to the City Council <br />each budget cycle.
