5 <br /> <br />The prioritization process hinges upon the comparison of benefits or value for each <br />alternative use of the money. The City of San Leandro uses 9 categories to help judge <br />project value. <br /> <br />1. Fiscal Impact <br />An evaluation of the annual cost or savings created by the project. <br /> <br />2. Economic Development Impact <br />An evaluation of the potential for the project to create jobs or economic activity. <br /> <br />3. Liability, Risk, Public Health, and Safety <br />An evaluation of the potential for the project to improve health and safety in the <br />community or to reduce risk of harm to individuals or the community. <br /> <br />4. Protection of Existing Facilities and Lifespan <br />An evaluation of the impact the project will have on the lifespan of existing <br />facilities. <br /> <br />5. Quality of Life <br />An evaluation of the impact the project will have on neighborhood appearances, <br />noise, or pollution. Also considered is the amount or public art and how the <br />project supports community values. <br /> <br />6. Equity / Population Served <br />An evaluation of the number of people the project will serve or whether the <br />project will address an underserved population. <br /> <br />7. Environmental Benefit <br />An evaluation of the environmental impact of the project including energy use, <br />trash generation, and creation of impervious surfaces. <br /> <br />8. External of Internal Mandate <br />An evaluation of the degree the project is required by law or supports a plan <br />adopted by the City Council. <br /> <br />9. One Time Funding Leverage <br />An evaluation of the degree the project will be funded by one time outside <br />funding that requires matching funds. <br /> <br />Each project is scored from low (zero) to high (three) in each category. A matrix of <br />descriptions for each possible score in each category is at the end of this section. These <br />categories have been selected and defined with consideration for the established City <br />Council goals and the values of the San Leandro community. Project information <br />including a summary, description, justification, impact of not doing the project, and <br />rough order of magnitude cost are provided for review when projects are scored.
