OPEB Expense and Deferred Outflows/Inflows of Resources Related to OPEB <br />For the year ended June 30, 2022, the City recognized OPEB expense of $582,150. At June 30, 2022, the <br />City reported deferred outflows and inflows of resources related to OPEB from the following sources: <br />Deferred Outflows Deferred Inflows <br />of Resources of Resources <br />Changes of assumptions 1,851,775$ -$ <br />Differences between expected and actual experience 437,240 (2,613,507) <br />Net differences between projected and actual earnings on <br />plan investments 2,009,233 - <br />Total 4,298,248$ (2,613,507)$ <br />The deferred outflows of resources and deferred inflows of resources related to OPEB will be recognized as <br />part of OPEB expense as follows: <br />Year Annual <br />Ended June 30 Amortization <br />2023 709,564$ <br />2024 684,444 <br />2025 175,664 <br />2026 461,806 <br />2027 (288,945) <br />Thereafter (57,792) <br />Total 1,684,741$ <br />NOTE 16 – JOINTLY GOVERNED ORGANIZATIONS <br />The City of San Leandro participates in the East Bay Dischargers Authority established on February 15, <br />1974. The Agency Members of the Joint Powers are the City of Hayward, City of San Leandro, Oro <br />Loma Sanitary District, Castro Valley Sanitary District, and Union Sanity District. The authority has the <br />powers to plan for, acquire, construct, manage, maintain, operate, and control facilities for the collection, <br />transmission, treatment, reclamation, sale and disposal of waste water. No debt, liability, or obligation of <br />the Authority shall constitute a debt, liability or obligation of any Agency. <br />The Authority is governed by the East Bay Dischargers Commission (Commission). The Commission <br />consists of five members, one from each Agency. The ownership of the Joint Facilities is as follows: <br />13.74%, City of San Leandro; 29.44% Oro Loma/Castro Valley; 14.72% City of Hayward; and 42.10% <br />Union Sanitary District. The City’s share of the expenses are recorded as expenses of the Water Pollution <br />Control Fund. <br />88
