IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2023- <br /> <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO ACKNOWLEDGE THE <br />COMPLETION OF GOOD WORK AND APPROVE THE ENDING OF THE SHORELINE ADVISORY <br />GROUP <br /> <br />WHEREAS, the City of San Leandro owns certain real property consisting of over fifty <br />(50) acres located within the City limits in the Shoreline development area; and <br /> <br />WHEREAS, the City desires to facilitate the development of the Shoreline development <br />area to create new housing units, lodging and restaurants, new facilities to foster economic <br />growth, and new recreational opportunities for the public, as well as promoting the productive <br />use of property and encouraging quality development and economic growth, thereby <br />enhancing employment and recreation opportunities for residents and expanding the City's tax <br />base; and <br /> <br />WHEREAS, in 2008, the City Council approved the formation of the Shoreline <br />Development Citizens Advisory Committee (Shoreline CAC) to advise the City Council and staff <br />on the vision for the Shoreline development area; and <br /> <br />WHEREAS, the City and Cal Coast Companies LLC, Inc., a Delaware corporation doing <br />business in California as Cal Coast Developer, Inc. (Cal Coast), entered into an Exclusive <br />Negotiating Rights Agreement dated April 2, 2012 regarding development of a portion of the <br />Shoreline development area, as such agreement has been amended and extended (the <br />"ENRA"); and <br /> <br />WHEREAS, the Shoreline CAC fulfilled its mission and was disbanded in Spring 2011 <br />when the City Council signed the ENRA with Cal Coast; and <br /> <br />WHEREAS, in 2012, the City Council Shoreline-Marina Committee approved a Shoreline <br />Advisory Group to provide continuing community input to the City Council and staff on the <br />comprehensive master plan for the Shoreline development area; and <br /> <br />WHEREAS, on June 4, 2012, the City Council approved a 21-person subset of the <br />Shoreline CAC to continue to serve as an Advisory Group to the City and Cal-Coast to assist in <br />refining the plans and studies for the Shoreline Development Project including the Harbor Basin <br />Redevelopment (Shoreline Advisory Group); with an amendment to refer to the Shoreline- <br />Marina Committee the development of specific criteria to use in selecting three additional <br />members to the Advisory Group; and <br /> <br />WHEREAS, on November 5, 2012, the City Council approved the addition of three <br />individuals to the Shoreline Advisory Group to assist in refining the plans and studies for the <br />Shoreline Development Project; and <br /> <br />WHEREAS, the Shoreline Advisory Group met multiple times from 2012 to 2020 to <br />provide input on project, park and water basin scope and design, as well as the Environmental <br />Impact Report; and
