City Manager's Transmittal Letter <br />May 10, 2023 <br />San Leandro City Council <br />Civic Center <br />San Leandro, CA 94577 <br />Honorable Mayor and Members of the City Council: <br />I am pleased to submit the Proposed scal years 2024 and 2025 Biennial Budget for our city of kindness. This two-year <br />Operating  Budget serves as a blueprint for providing City services and establishes a nancial plan for operations and capital <br />improvements across all City funds and programs. The budget focuses on the City’s long-term nancial health and reects <br />scal strategies supporting continuity of services to our community while working toward long-term nancial stability. This <br />proposed budget offers a balanced approach meeting the challenges of balancing modest revenue growth with increasing <br />costs. <br />The current scal year ending in June includes an end to the period impacted by the COVID-19 pandemic. All aspects of life in <br />the San Leandro community were impacted by the pandemic. Every resident and business owner—as well as the City <br />organization—were in some way affected by COVID-19. Devastating health impacts, business and school closures, elimination <br />of jobs, essential workers faithfully carrying-on, remote work, requirements to wear masks and socially distance, and the <br />struggle to pay basic bills, including food and rent, all became a normal part of life and helped dene this unprecedented time. <br />The City’s biennial budget for 2023-24 and 2024-25 moves the City beyond the worst of the pandemic. The California <br />Governor’s Executive Orders related to the emergency threat of COVID-19 have ended. The kindness of San Leandro shined in <br />the face of the pandemic and was seen in the way our City organization— led by the City Council and our City employees— <br />faithfully and resolutely acted in continuing to serve the city throughout the emergency. I am proud of our actions during the <br />emergency and thankful to move beyond the pandemic in this new biennial budget. <br />The proposed biennial budget for 2023-24 and 2024-25 promotes the continuity of existing services and the investment in <br />basics that serve our community. The proposed budget comprises a stable revenue platform and describes a work program <br />and expenditure plan supporting continued delivery of all regular City programs, services, and planned projects for the <br />community. The budget also proposes enhancing services in key program areas related to workforce investment, <br />infrastructure assessment, community engagement, economic development, and public safety. <br />The City’s total proposed expenditure budgets for 2023-24 and 2024-25 are $218,423,000 and $223,799,000 with the General <br />Fund contributing 66% of the total. The proposed budget authorizes a total of 472 full-time-equivalent positions. The biennial <br />budget continues the long-term scal philosophy of the City Council. <br />The budget further aligns with the City Council’s goals. <br />Place San Leandro on a rm foundation for long-term scal sustainability. <br />Advance projects and programs promoting sustainable economic development, including transforming San Leandro <br />into a center for innovation. <br />Provide quality public safety service and grow our partnership with the community to keep San Leandro safe. <br />Maintain and enhance San Leandro’s infrastructure. <br />Support and implement programs, activities and strengthen communication that enhances the quality of life and <br />wellness, celebrates the arts and diversity, and promotes civic pride. <br />Maintain and support a strong positive relationship between the City, schools, and the educational community. <br />Promote and maintain an inclusive work environment that values employees and volunteer contributions, supports <br />professional growth and development, and fosters a culture of kindness and collaboration in the delivery of services to <br />our community. <br />City of San Leandro | Proposed Biennial Budget FY24-25 Page 7
