IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2023-063 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE AND AUTHORIZE THE CITY <br />MANAGER TO EXECUTE A MASTER LICENSE AGREEMENT WITH EAST BAY COMMUNITY ENERGY FOR <br />INSTALLING, OPERATING, AND MAINTAINING ELECTRIC VEHICLE FAST CHARGING STATIONS AT MULTIPLE <br />SAN LEANDRO MUNICIPAL FACILITIES <br />WHEREAS, on August 25, 2022, the California Air Resources Board approved a rule requiring 100 <br />percent of new car sales in California to be zero emission vehicles by 2035; and <br />WHEREAS, City of San Leandro is a member of East Bay Community Energy (EBCE), a Joint Powers <br />Authority (JPA) formed in 2016 to become the default Load Serving Entity (or public power provider) in <br />Alameda County; and <br />WHEREAS, EBCE is tasked with development and management of energy -related climate change <br />programs that help local government JPA members, such as electric vehicle (EV) infrastructure <br />deployment; and <br />WHEREAS, Vehicle electrification is an important strategy for air quality improvement and greenhouse <br />gas (GHG) emissions reductions in San Leandro's Climate Plan; and <br />WHEREAS, EBCE is partnering with the City to install, maintain, and operate EV fast charging stations <br />on municipal property near multifamily housing; and <br />WHEREAS, EBCE in collaboration with City staff is considering the following locations, as listed in the <br />Exhibit attached hereto; and <br />WHEREAS, implementing this project will not only allow City of San Leandro to reduce its transportation <br />pollution, but also expand EV access to renter populations; and <br />WHEREAS, the project is funded by EBCE and no budget appropriations are required for project <br />implementation; and <br />WHEREAS, EBCE has agreed to the terms of the contract pending Council approval; and <br />WHEREAS, the City Council is familiar with the contents of the agreement; and <br />WHEREAS, the City Manager recommends approval of said agreement. <br />NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as follows: <br />That said agreement is hereby approved and execution by the City Manager is hereby authorized. <br />
